摘　　要：In the history and reality, Huang Zongxi is often treated as Rousseau equally, although some thinkers praise them, and others criticize them. Although some words in Huang Zongxi’s works are quite similar to Rousseau’s, because Huang Zongxi hadn’t the thoughts of government ruled by people, his thoughts did not belong to the democratic thoughts. He was still the thinker regarding people as foundation. However it was a profound development of the thought regarding people as foundational. It showed the ultimate prospect of the theory regarding people as foundation, and indicated the end of the ancient theory regarding people as foundation.
