摘　　要：The Report on the Outline of the Fifth Five-year Plan for the Development of National Economy and Society"(hereafter called THE OUTLINE) points out: "Our national economy has reached a period in which, if not adjusted, it cannot develop anymore" ; "In the coming five years, we must cast emphasis upon industrial structure adjustment and area adjustment, and city-village adjustment, and especially take ISA as the anchor job". It further indicates the tasks of ISA in the Tenth Five-year -plan years, that is, to consolidate and strengthen the foundation position of agriculture, quicken industrial regrouping and reform on the one hand and industrial structural optimalizatin upgradeon the other, devote major efforts to developing service industry, speed up informationization of the national economy and society, and continue to throw more strength into the construction of basic facilities". THE OUTLINE also directs our attention to the fact that "both economic growth and structural adjustment have to be pushed by system creation and STI [science-technoiogy innovation]". Such being the case, you might ask: "What are the characteristics of ISA in the Tenth Five-year-plan period? What are its meanings in sgtrategy? How to drive ISA by STI ? How to use it, in return, to accelerate STI?"This treatise will, mainly from the aspect of the relationship between STI and ISOU, make a preliminary analysis of those problems.
