摘　　要：The upgrade of industrial quality is one of the kernel contents in bridging the gap between the economic growth of Western China and that of the rest of China.Both the characteristics of natural resources in Western China and the increasingly growing new technological revolution, economic globalization and commercialization, have made the use of the resource-oriented traditional industrial strategy and the extensivegrowth model that relies on the enlargement of scale to drive the economic growth difficult to exist. We must change radically the way ofour thoughat on economic growth; actively adopt the competition-led and grest-leap-forward industrial growth strategy; on the basis of making full use of the positive factors of international and domestic division of labor and based on completely giving fully play to comparative advantages, wity the help of enterprises’ tactics and the guide of governmental policies, actively create competitive advantages; strive to obtain later-stage advantages; to combine"making good use of our advantages well with avoiding our disadvantages". We should take the market - oriented pattern, the environment - protection - friendly pattern, the resource - intensive pattern, the comprehensive benefit pattern and the public-benefiting pattern as target models to make efforts to cultivate the ability to develop sustainedly industries in Western China. In shaping the relative policies, included must be a diversified, comprehensive policy framework that consists of adjustingindustrial structure, inproving basic facilities for key industries, reforming and perfecting the system basis, quickening technical innovation, and increasing the accumulation of humancapital.
