摘　　要：Form historical data, the relationship between irrigation and society in upper valley of the Fuyang liver and Tientsin is analyzed in this article. In Tientsin, the power of state is obvious, it’s activity both in the establishment of irrigation system and in the ordinary management system. In the Fuyang river area, the first social character is dividable water usufruct and struggle for it, and the second one is that the irrigation organization system is not identical with local political system, and these are very different from that in South’ Yutian（圩田） area.
