摘　　要：Foreign Language Learning is a kind of ability which enables people to learn how to handle speech information. A foreign language learner can study foreign language well in a quick way only if he could grasp the essential feature of the speech system and is trained in a harmonious way which is a combination of sound, meaning, feeling, mien and speed and all of his doings should be carried out on the basis of systematic engineering principles and in accordance with the research findings of modern psychological linguistics. This paper aims to probe into the physiological-psychological mechanism of speech, its essential features and ways of improving the ability of foreign language listening and speaking in the perspective of systematic engineering principles.
