摘　　要：The failure of Kancun Negotiation has produced series of institutional crises,which originate from the instiˉtutional defects of the WTO itself.Those defects are the disharmony of the organizational structure and the lawsystem within the WTO system.When the covert defects become overt,this kind of crisis arises.In order to overcome those crises,great efforts,patience and cooperation are needed from the member countries.When the multi-lateral banner is upheld,those crises can be removed.
