摘　　要：Every ordinary ethical relationship is particular and unique, while civil relationship is common and indifferent. Hence there is an essential difference between ordinary ethic and civil ethic in the discourse of moral reasoning. Since Confucian ethic is based on an understanding of the immediateness between these two ethics, we can not simply draw rules of public life from it. As valid requirements, civil ethic exists only when we face the relationship with strangers and treat them as equal citizens as we are at the meanwhile they do the same to us. The sound development of civil ethic depends on whether or not we can separate public domain from our private domain properly and cultivate good moral habits in public affairs.
